There is a rule for "Volume is x% above/below SMA"
Is there a rule that would make that valid for x number of days?

There's a technique to combining multiple conditions within a lookback period. For more information and example, check out the Wealth-Lab User Guide (Help menu) > Strategy Window > Strategy Builder > MC, Multi-Condition Group. The Lookback Period is the "window" during which your rules will be valid for X number of days.
