Although I choose Paper Account, when I add a strategy and choose intraday scale, I cannot Activate it unless I login to live Fidelity Account. But if I set the scale to daily (or higher), I can activate strategy without logging to Fidelity.
Any explanation why I cannot activate strategies with intraday Scaling on paper account without logging to Fidelity?

This is an inherent requirement of the product's protection. You will notice that without logging in, you can also not do some other things (e.g. open a Streaming chart etc.)
