WLP to WLD forces some Fidelity symbols to be changed, but you can't modify a trained network. Unlocking a network loses the weights.

Is editing the .xml safe? Is there an alternative? These are generally indexes used via GetExternalSymbol.

Yes, editing the XML should be safe. Make sure NL is closed prior to editing - or better shut down WLD.
