Debug window not visible

I installed WL on a new laptop with Windows 8. Now I notice that the debug window
does not appear on the screen, Ctrl-Alt-D does not work, nor clicking from the Tools menu.
The debug window is, however, visible under the WL icon on the taskbar. Clicking it from there
does not bring it on the screen either.
Any ideas?
